Ever since Skyrim was confirmed to use Steam people have been worrying whether or not a Script Extender would be possible. All recent SteamWorks releases have been using a new encryption method called Custom Executable Generation (CEG) which encrypts the executable and does not decrypt it all at the same time in memory. If Skyrim had been using this a Script Extender would not have been possible.
So Kivan, over at the Bethesda Forums asked Pete Hines about the subject, and this was his answer:
@KivanES Skyrim will not be using CEG. Modders can breathe easy.
This means that a Script Extender is possible, now all that remains is that the Script Extender team actually makes it!

I'm not sure. I've been writing down the requests, but haven't had the time to work on any of it or there have been higher priority things to take care of. If you give me a prioritized list of what you're looking for I can be more specific.
Also note that realistically once Skyrim hits I'm going to be spending all of my development time on that for a while, so there's about a month left until that happens. (and no, I'm not abandoning this, just there's too much stuff to go around)

It would be great for modders if the CS had the script extender built in.

Don't forget that the best possible scenario here is for Bethesda to make this particular CS even better, so we don't need a SE. That way, not only do we have the maximum possibilities, but also won't have a narrower target audience for our mods because not everyone likes or cares to use third party software "just for mods".
The Bloodpact team sure hopes we can make the Darkshines mod series for Skyrim without having to resort to third party software.
