Mexico committed before the United Nations Framework Convention on Climate Change (UNFCCC) to reduce greenhouse gases and compounds emissions by 25% in 2020-2030, in accordance with the General Law on Climate Change. Despite having different policy instruments, carbon pricing has failed to be the key element. The objective of this study is to determine whether the Federal Government has the economic and technological tools that contribute to the fulfillment of the commitments acquired when ratifying the Paris Agreement. Particularly, in the creation of an emissions trading system (specifically a carbon market). The answers found show that global emissions continue to increase and the combination of policies that prevent such increase are not being achieve. It is recommend that the Federal Executive, through the Inter-Secretariat Commission on Climate Change, intensify its efforts to improve the tools currently available. In addition, to consider the creation of a support group for economic transition, since the restrictions imposed by the Organic Law prevents this process from being carry it out by each dependency.

This article analyzes a key issue regarding Climate Change: how to provide private enterprises with correct incentives in order to change their productive and innovative patterns and foster them to invest in research and development related with less greenhouse gases- intensive technologies. This could be achieved through an emission- permit system (such as the one included in the Kyoto Protocol) framed in a global political and institutional arrangement able to guarantee the continuity of the initiative and to provide a long-term price structure for carbon.

El cambio climatico se manifiesta fundamentalmente en el aumento de la temperatura media mundial, la modificacion de los patrones de precipitacion, el alza continua del nivel del mar, la reduccion de la criosfera y la acentuacion de los patrones de fenomenos climaticos extremos. Estas transformaciones tienen un fuerte impacto en las actividades economicas, el bienestar social y los ecosistemas. En este sentido, la principal causa del cambio climatico —las emisiones de gases de efecto invernadero— son una externalidad negativa mundial y constituyen la mayor falla del mercado de todos los tiempos. Estamos ante un cambio de epoca que requiere una modificacion estructural en las formas de producir y consumir que caracterizan el actual estilo de desarrollo.
